A broker takes a listing on Friday and sends in what he has. Admin will not publish an incomplete file, and they are right not to. But the broker cannot see what admin is waiting for, and admin cannot always say it in one message, because the answer is usually four small things: a spec that was never captured, a document that expired, entity paperwork that does not match the name on the title, a hull number nobody verified against the boat.
So the boat sits. By Wednesday the seller is calling to ask why it is not showing anywhere, and the honest answer is that nobody has the whole list.
